Le programme MEEES Master dans le domaine de génie parasismique et de sismologie

Le programme MEEES est un master Erasmus Mundus, qui vise à fournir une éducation de niveau supérieur dans le domaine de génie parasismique et de sismologie. Les étudiants diplômés impliqués dans ce master Erasmus Mundus ont la possibilité de suivre un de 18 mois des programmes de maîtrise de chaque génie parasismique ou séismologie. 


Le consortium MEEES comprend quatre établissements universitaires, à savoir (i) l'Institute for Advanced Study de Pavie (IUSS), (ii) de l'Université de Patras, (iii) de l'Université de Grenoble 1 "Joseph Fourier" et (iv) le Moyen-Orient Université technique. Il est à noter que la première institution exécute le programme de génie parasismique de troisième cycle à Pavie, à travers le Centre d'études supérieures de formation et de recherche en génie parasismique et de sismologie (ROSE école). Ainsi l'école dans les sections suivantes de ce site, le terme ROSE est utilisé pour désigner les activites de IUSS dans le cadre du consortium MEEES.


Bourses disponibles

Trois types de bourses sont disponibles dans le cadre du programme MEEES:

La bourse de catégorie A est directement financé par la Commission européenne, dans le cadre du champ d'application de son programme Erasmus Mundus, et est disponible pour les candidats des pays tiers. Afin de se qualifier en tant que ressortissant de pays tiers, les candidats doivent:

• pas être un ressortissant de l'un des États membres de l'UE: Allemagne, Autriche, Belgique, Bulgarie, Croatie, Danemark, Espagne, Finlande, France, Grèce, Irlande, Italie, Luxembourg, Pays-Bas, Portugal, Royaume-Uni, Suède, Chypre, Estonie, Hongrie, Lettonie, Lituanie, Malte, Pologne, République tchèque, Roumanie, Slovaquie, Slovénie
  
• pas être un ressortissant de l'un des États de l'EEE-AELE: Islande, Liechtenstein et Norvège
  
• ne pas être un résident sur l'un des pays ci-dessus
  
• pas avoir exercé leurs activités principales (études, formation, travail, etc) pour plus d'un total de 12 mois au cours des cinq dernières années (jusqu'au 28 Février 2013) dans l'un des pays ci-dessus
  

Il est à noter que pour les 2014/2015 fenêtres GÉOGRAPHIQUE année académique dédiés seront probablement opended par la Commission européenne qui permettra aux étudiants de demander dédié catégorie A Bourses. Ces fenêtres doivent être:

• Balkans occidentaux et la Turquie fenêtre (Albanie, Bosnie-Herzégovine, l'ancienne République yougoslave de Macédoine, le Monténégro, la Serbie et le Kosovo - cette désignation est sans préjudice des positions sur le statut et est conforme à la résolution 1244 et l'avis IСJ sur la Déclaration du Kosovo l'indépendance ainsi que la Turquie)
  
• Fenêtre Sud de l'IEVP (Algérie, Égypte, Israël, Jordanie, Liban, Libye, Maroc, Territoire palestinien occupé, Syrie, Tunisie)
  
• Fenêtre IEVP Est (Arménie, Azerbaïdjan, Bélarus, Géorgie, Moldavie, Ukraine)
  

La bourse de catégorie B, directement financé par la Commission européenne, est ouvert aux candidats qui ne sont pas admissibles à la bourse de catégorie A.
La bourse Consortium, d'autre part, est financé par le Consortium MEEES et est ouvert aux étudiants de toute nationalité, sans exceptions.
Pour être admissible à une bourse d'études directement financé par la Commission européenne, à savoir la catégorie A ou de catégorie B de bourses, le boursier doit étudier dans les pays en forme différente du pays dans lequel il / elle a obtenu son / sa dernière diplôme universitaire. Cela signifie par exemple qu'un élève qui a obtenu son / sa dernière degré en Italie n'est pas autorisé à étudier à l'École ROSE si il / elle reçoit de catégorie A ou une bourse de catégorie B.
Les candidats sont informés et acceptent que s'ils sont sélectionnés (proposé pour une bourse d'études, mis sur la liste de réserve, ou inscrits sur une base auto payant) leurs données peuvent être utilisées pour les fins de l'évaluation du programme Erasmus Mundus et seront mis à la disposition l'Agence EACEA, les EM structures nationales, les délégations de l'UE et le programme Erasmus Mundus et des associations d'anciens étudiants, agissant en tant que parties prenantes du programme.
Échéances pour l'application de ces deux bourses sont donnés dans ici .   Il est également à noter que, comme ci-dessus rend évident, l'expression "pays tiers" ne porte pas de relation avec l'expression «tiers monde».


Ce type de bourse est offerte aux candidats de toute nationalité, la préférence de sélection étant toutefois accordée aux ressortissants non-pays tiers (voir Bourses Disponible article).

La date limite pour l'application de cette bourse est accordée à ici .   Il est également intéressant de noter que les élèves sont censés utiliser la bourse pour couvrir les frais de scolarité, frais de subsistance et les frais de déplacement (nécessaire pour atteindre les institutions de l'étude). En d'autres termes, tous les frais encourus sont sous la responsabilité directe de l'étudiant.

Les bourses de catégorie B sont disponibles pour les candidats européens. La date limite d'inscription est le 24 Janvier 2014, à 12h00 (midi) heure de Paris.

Un message sera alors envoyé à l'adresse indiquée, vous fournir un lien de vérification, en cliquant sur laquelle vous pourrez rejoindre à nouveau la page de démarrage de l'application. A ce stade, vous recevrez un second message vous fournir un mot de passe. A la fin de cette procédure de sécurité, vous avez le nom d'utilisateur (votre adresse email) et mot de passe pour accéder effectivement le formulaire de demande et démarrer votre application.
Vous n'avez pas besoin de compiler le formulaire de demande tout à la fois, car, aussi longtemps que vous «Mise à jour de votre formulaire de demande», toute nouvelle information introduite restera stocké dans notre base de données et ainsi être entièrement accessible pour la prochaine fois que vous vous connectez, quand vous serez en mesure de supprimer, éditer ou modifier toutes les données déjà saisies.
Afin de compléter le formulaire de demande, vous devez télécharger les documents suivants (voir Exigences de la demande pour des instructions plus détaillées):

• Curriculum vitae et studiorum
  
• copie du certificat de diplôme (en anglais)

En outre, les candidats sont invités à:

• choisissez dans le formulaire de demande du type de programme MSc souhaité (EE, ES, EEES)
  
• indiquent comment ils se proposent de financer (voir bourses disponibles pour les informations détaillées)
  
• définir un tracé de la mobilité (y compris les établissements d'accueil choisis parmi Pavie-ROSE, Grenoble, Patras, METU)
  
• créer le plan d'étude consistant dans les cours des modules enseignés à suivre.
  

L'outil en ligne sera automatiquement vérifier si toutes les conditions prescrites dans la section Structure des cours soient effectivement respectées (nombre minimum de crédits, etc) et vous ne serez pas autorisés à enregistrer le 'Plan d'études »choisi jusqu'à ce que ces conditions sont satisfaites. En outre, les candidats doivent lire attentivement les critères pour la préparation plan d'étude spécifique à chaque établissement d'accueil.
Lorsque vous avez terminé fournir toutes les données demandées, vous serez en mesure de «soumettre votre demande», et de cette manière de confirmer officiellement votre intérêt à appliquer pour un poste et une bourse d'études dans le programme MEEES. S'il vous plaît assurez-vous de le faire avant l'expiration des délais d'application .
S'il vous plaît noter que une fois que vous avez soumis votre demande, vous ne serez plus en mesure de faire des changements.
Le Conseil MEEES d'admission évaluera toutes les admissions en Février 2014, après il enverra la liste des bourses de la Commission européenne pour approbation finale. Il est prévu que les résultats définitifs du processus de sélection seront disponibles d'ici la fin du mois de mai 2014 (pour la catégorie A et bourses B) et à la fin de Juin 2014 (pour les bourses du Consortium et les admissions sans bourse).
Enfin, s'il vous plaît noter que les candidats peuvent soumettre un maximum de trois programmes Erasmus Mundus. Dans le cas éventuel que l'élève s'applique à plus de trois Cours EM il / elle sera exclue de la sélection pour une bourse Erasmus Mundus.

MEEES Intro
The MEEES programme is an Erasmus Mundus Masters Course, that aims to provide higher-level education in the field of Earthquake Engineering and Engineering Seismology. Graduate students involved in this Erasmus Mundus Masters course have the possibility of following a 18-month MSc programmes on either Earthquake Engineering or Engineering Seismology. In addition, the proposed EM Masters course envisages also the possibility of students following a 18-month study programme that leads to the attainment of a Masters degree on Earthquake Engineering and Engineering Seismology.
If following the Engineering Seismology option, students will acquire the ability to design, execute and evaluate assessments of seismic hazard for site-specific engineering projects, for earthquake loss assessments, and for emergency planning scenarios. Students following the Earthquake Engineering option will acquire the ability to undertake seismic design of new structures and the assessment and strengthening of existing structures. The combined option of Earthquake Engineering and Engineering Seismology will enable students to acquire technical competence in both areas.
The MEEES consortium comprises four academic institutions, namely (i) the Institute for Advanced Study of Pavia (IUSS), (ii) the University of Patras, (iii) the University of Grenoble 1 "Joseph Fourier" and (iv) the Middle East Technical University. It is noted that the first institution runs the postgraduate earthquake engineering programme in Pavia, through the Centre for Post-Graduate Training and Research in Earthquake Engineering and Engineering Seismology (ROSE School). Hence in subsequent sections of this website, the term ROSE School is employed to refer to the activites of IUSS within the scope of the MEEES consortium.
Students must follow courses and/or carry out dissertation research projects in two of the four following institutions: ROSE School (Pavia, Italy), University of Patras, University of Grenoble 1 "Joseph Fourier", Middle East Technical University. Different taught modules will correspond to equally varying credits, defined according to the European Credit Transfer System (ECTS), depending on the number of work/study hours (each credit is equivalent to 25 hours of work). A whole semester will be dedicated to the Master’s Project, required for the attainment of the degree and corresponding to a number of 30 credits, which might be a period of research (leading to a traditional Masters dissertation) or a placement in industry (such as a design office, or a risk consultancy).
MEEES graduates will be awarded a Joint Masters degree by the Istituto Universitario di Studi Superiori, the University of Patras, the University of Grenoble 1 "Joseph Fourier" and the Middle East Technical University of Ankara. The official language is English. Admission to the course depends mainly on academic qualifications, past professional experience, reference letters and English proficiency. The programme begins again in the Fall Term of 2013, that is, in September 2013.

Course Structure
One single programme of study is available, with a large number of advanced taught modules in the field of Earthquake Engineering and Engineering Seismology being provided by any of the four academic institutions included in the MEEES Consortium. Students, however, have the possibility of opting to specialise either in the Earthquake Engineering component of the programme or on its Engineering Seismology counterpart. Such specialisation is achieved by obtaining 70% credits on modules related to one option or the other, as described further below. Either option involves 18 months of study and the attaining of 90 credits.
Alternatively, and so as not to deprive graduates from the opportunity of becoming experts in both aspects of earthquake risk mitigation, the proposed programme envisages also the possibility of students following an 18-month study programme that leads to the attainment of a total of 90 credits and which comprises the acquisition, through attendance of taught modules and the carrying out of a research dissertation, of at least 42 credits on each of the two Earthquake Engineering and Engineering Seismology components.

Different taught modules will correspond to equally varying credits, defined according to the European Credit Transfer System (ECTS), depending on the number of work/study hours (each credit is equivalent to 25 hours of work). Masters dissertations, required for the attainment of the degree, corresponds to a number of 30 credits.
As described here, students must follow courses and/or carry out dissertation research projects in two of the following institutions; ROSE School (Pavia, Italy), University of Patras, University of Grenoble 1 "Joseph Fourier" or Middle East Technical University of Ankara. A Joint masters degree is awarded by all aforementioned institutions, provided that the student fulfils all degree requirements. The programme begins again in the Fall Term of 2013, that is, in September 2013.
Students may choose between two different Study Paths in order to obtain their degree:
Study Path 1: requires the student to remain in the first institution for two semesters in order to obtain 30 credits on taught modules and 30 credits from a Master's Project. Then he/she moves to the second institution and follows courses in order to obtain the final 30 credits. Please note that the EE option is possible only if Grenoble is not selected as first host institution.
Study Path 2: requires the student to remain in the first institution for a single semester, following courses worth 30 credits, and then he/she moves to the second institution in order to follow more courses (for another 30 credits) and then work on a Master's Project in the final semester.

Application Overview
Interested applicants are asked to enter their email address on the Application start page (MEEES on-line application).
A message will then be sent to the provided address, supplying you with a verification link, clicking on which you will reach again the application start page. At this stage you will receive a second message providing you with a password. At the end of this security procedure, you have username (i.e. your email address) and password to actually access the application form and start your application.
You do not need to compile the application form all at once, since, as long as you 'Update your application form', any new information introduced will remain stored in our database and thus be fully accessible for the next time you log in, when you will be able to delete, edit or modify any previously entered data.
In order to complete the application form you must upload the following documents (see Application Requirements for more detailed instructions):

• Curriculum vitae et studiorum
  
• copy of the diploma certificate (in English)
  
• transcript of the attended courses and professional qualifications (in English)
  
• copy of the passport or the identity card
  
• English language test certificate (or waiver referring to previous courses, work experience in English speaking countries, etc...)
  

In addition, applicants are asked to:

• choose in the application form the type of desired MSc curriculum (EE, ES, EEES)
  
• indicate how they propose to finance themselves (see Available Scholarships for detailed info)
  
• define a Mobility Path (including host institutions chosen among Pavia-ROSE, Grenoble, Patras, METU) 
  
• create the Study Plan consisting in the taught modules courses to be followed.                   
  

The online tool will automatically check if all the conditions prescribed in the section Course Structure are effectively met (i.e. minimum number of credits, etc.) and you will not be allowed to save the chosen 'Study Plan' until these conditions are fully met. Additionally, applicants should carefully read the Criteria for Study Plan Preparation specific for each host institution. 
When you have finished providing all the requested data, you will be able to 'Submit your Application', and in this way confirm officially your interest in applying for a position and for a scholarship in the MEEES programme. Please make sure you do this before expiration of the Application Deadlines.
Please note that once you have submitted your application you will no longer be able to make changes.
The MEEES Admissions Board will assess all admissions in February 2014, afterwards it will send the scholarships list to the European Commission for final approval. It is expected that the final results of the selection process will be available by the end of May 2014 (for Category A and B scholarships) and by the end of June 2014 (for Consortium scholarships and admissions without scholarship).
Finally, please note that applicants may apply to a maximum of three Erasmus Mundus Masters Programmes. In the eventual case that a student applies to more than three EM Courses he/she will be excluded from the selection for an Erasmus Mundus Scholarship.

Available Scholarships
Three types of scholarships are available within the scope of the MEEES programme:

• Category A Scholarships
  
• Category B Scholarships
  
• Consortium Scholarship
  

The Category A Scholarship is directly sponsored by the European Commission, under the scope of its Eramus Mundus programme, and is available to third-country applicants. In order to qualify as a third-country national, applicants must:

• not be a national from any of the EU Member States: Germany, Austria, Belgium, Bulgaria, Croatia, Denmark, Spain, Finland, France, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, the UK, Sweden, Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Czech Republic, Romania, Slovakia, Slovenia
  
• not be a national from any of the EEA-EFTA states: Iceland, Liechtenstein and Norway
  
• not be a resident on any of the above countries
  
• not have carried out their main activities (studies, training, work, etc.) for more than a total of 12 months over the last five years (until 28 February 2013) in any of the above countries
  

It is noted that for the 2014/2015 Academic Year dedicated geografical windows will probably be opended by the European Commission which will allow students to apply for dedicated Category A Scholarships. These windows should be:

• Western Balkans &Turkey window (Albania, Bosnia-Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo - this designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the IСJ Opinion on the Kosovo Declaration of Independence as well as Turkey)
  
• ENPI South window (Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Occupied Palestinian Territory, Syria, Tunisia)
  
• ENPI East window (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine)
  

The Category B scholarship, directly sponsored by the European Commission, is open to applicants who are not eligible to the Category A scholarship.
The Consortium scholarship, on the other hand, is funded by the MEEES Consortium and is open to students of any nationality, without exceptions.
To be eligible for a scholarship directly sponsored by the European Commission, i.e. a Category A or a Category B Scholarships, the scholarship holder must study in countries different form the country in which he/she has obtained his/her last university degree. This means e.g. that a student who obtained his/her last degree in Italy is not allowed to study at the ROSE School if he/she is receiving a Category A or a Category B scholarship.
Candidates are informed and agree that if they are selected (proposed for a scholarship, put on the reserve list, or enrolled on a self paying basis) their data may be used for the purposes of evaluating the Erasmus Mundus Programme and will be made available to the EACEA Agency, the EM National Structures, the EU Delegations and the Erasmus Mundus Student and Alumni Associations, acting as stakeholders of the programme.
Deadlines for application to these two scholarships are given in here. It is also noted that, as the above renders evident, the term "third-country" does not bear any relation with the expression "third world".
